{"id":1622,"date":"2017-10-13T12:47:24","date_gmt":"2017-10-13T11:47:24","guid":{"rendered":"http:\/\/francophone.port.ac.uk\/?p=1622"},"modified":"2017-10-13T12:47:24","modified_gmt":"2017-10-13T11:47:24","slug":"un-official-denies-car-in-pre-genocide-state","status":"publish","type":"post","link":"https:\/\/francophone.port.ac.uk\/?p=1622","title":{"rendered":"UN official denies CAR in \u2018pre-genocide\u2019 state"},"content":{"rendered":"<p class=\"single-excerpt\"><em>The Central African Republic (CAR) is not in a \u201cpre-genocide\u201d state despite its problems, a United Nations expert said Wednesday, touching on comments by a former UN official that have sparked a storm.<\/em><\/p>\n<p class=\"single-excerpt\">\n<div class=\"single-content\">\n<p>CAR \u201cis not in a pre-genocide situation,\u201d Adama Dieng, the UN\u2019s special advisor for the prevention of genocide, said.<\/p>\n<p>Genocide \u201cis a long process,\u201d he explained.<\/p>\n<p>In August, the UN\u2019s then-aid chief, Stephen O\u2019Brien, said he was deeply worried about the mounting violence in CAR.<\/p>\n<p>He said he saw \u201cthe early warning signs of genocide\u201d and urged more troops and police to bolster the UN peacekeeping mission there.<\/p>\n<p>That assertion was strongly contested by CAR President Faustin-Archange Touadera.<\/p>\n<p>He said the fighting stemmed especially from competition for minerals and other natural resources by armed groups, rather than a \u201cprogramme\u201d by one group to exterminate the other.<\/p>\n<p>Dieng, who arrived for a fact-finding visit on October 6, cautioned that the situation in CAR is \u201cserious.\u201d<\/p>\n<p>There are still \u201cindicators\u2026 that could result\u2026 in crimes of genocide\u201d if they are not tackled, he warned.<\/p>\n<p>These include major abuses against civilian populations for their ethnic or religious affiliation, the proliferation of armed groups and the weakness of the state, he explained&#8230;\u00a0<a href=\"https:\/\/citizen.co.za\/news\/news-africa\/1685839\/cafrica-unrest-un-genocide\/\">Read more<\/a><\/p>\n<\/div>\n<p><strong>Originally published by <a href=\"https:\/\/citizen.co.za\/\">The Citizen<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Central African Republic (CAR) is not in a \u201cpre-genocide\u201d state despite its problems, a United Nations expert said Wednesday, touching on comments by a former UN official that have sparked a storm.
