News from Mali just keeps getting worse.<\/span><\/p>\n<p class=\"story-body-text\" data-para-word-count=\"73\"><span style=\"color: #000000;\">More than five years after French soldiers ousted jihadi fighters from northern Mali and nominally restored central government sovereignty there, the country has grown ever more unsafe and fractious. The peace accord, signed amid great fanfare in 2015, has yet to be meaningfully implemented. A tally of incidents since 2015, recorded by Malilink, shows an alarming rise in violent acts and deaths by national and foreign militaries, jihadi groups, secular militias and criminals. Most disturbing are recent ethnically-motivated killings carried out by Malian troops and &#8220;self-defence militias&#8221; in the Mopti region, which is at growing risk of &#8220;mass atrocities&#8221; according to the US Holocaust Memorial&#8217;s early warning project. In light of these unprecedented threats to Mali&#8217;s security and integrity, the stakes would appear to be high for the country&#8217;s presidential election, the first round of which is scheduled for 29 July.\u00a0<\/span><\/p>\n<p data-para-word-count=\"73\"><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"https:\/\/allafrica.com\/stories\/201807180132.html\">Read more<\/a><\/span><\/p>\n<h3 class=\"js-no-orphans\"><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/www.jeuneafrique.com\/607996\/politique\/presidentielle-au-mali-le-suffrage-perturbe-dans-20-des-bureaux-de-vote\/\">Pr\u00e9sidentielle au Mali : le suffrage perturb\u00e9 dans 20% des bureaux\u00a0<span class=\"css-nowrap\">de vote<\/span><\/a><\/span><\/h3>\n<p class=\"lead\"><span style=\"color: #000000;\">Si les autorit\u00e9s maliennes se f\u00e9licitent de la \u00ab bonne tenue \u00bb du premier tour de l&#8217;\u00e9lection pr\u00e9sidentielle de dimanche, elles recensent \u00e9galement 20,1% des bureaux de vote qui ont \u00e9t\u00e9 perturb\u00e9s \u00ab par des attaques \u00e0 main arm\u00e9e et autres violences \u00bb. Dans 716 bureaux, le vote n&#8217;a par ailleurs pas pu avoir lieu.<\/span><\/p>\n<p><span style=\"color: #000000;\">Malgr\u00e9 la mobilisation de plus de 30 000 membres des forces de s\u00e9curit\u00e9\u00a0nationales et \u00e9trang\u00e8res pour s\u00e9curiser\u00a0<a style=\"color: #000000;\" href=\"http:\/\/www.jeuneafrique.com\/607668\/politique\/presidentielle-au-mali-8-millions-de-maliens-appeles-aux-urnes-pour-un-scrutin-a-haut-risque\/\">le 1er tour de l\u2019\u00e9lection pr\u00e9sidentielle, dimanche<\/a>, le scrutin a \u00e9t\u00e9 marqu\u00e9 par une s\u00e9rie d\u2019incidents, essentiellement dans le centre et le nord du pays. Aucun mort n\u2019a toutefois \u00e9t\u00e9 signal\u00e9, mais on recense de nombreux bureaux de vote ferm\u00e9s, ainsi que des attaques et des perturbations qui ont touch\u00e9 pas moins de 20 % des bureaux.<\/span><\/p>\n<p><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/www.jeuneafrique.com\/607996\/politique\/presidentielle-au-mali-le-suffrage-perturbe-dans-20-des-bureaux-de-vote\/\">Read more<\/a><\/span><\/p>\n<h3><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/www.rfi.fr\/afrique\/20180808-mali-opposition-continue-denoncer-le-scrutin-premier-tour\">Mali: l&#8217;opposition continue de d\u00e9noncer le scrutin du premier tour<\/a><\/span><\/h3>\n<p><span style=\"color: #000000;\">Le Front r\u00e9publicain, qui regroupe 18 candidats \u00e0 la pr\u00e9sidentielle ou leurs repr\u00e9sentants, ne d\u00e9mord pas\u00a0: le scrutin pr\u00e9sidentiel du premier tour est \u00ab\u00a0un coup d&#8217;Etat \u00e9lectoral\u00a0\u00bb. Ils \u00e9taient regroup\u00e9s mardi 7 ao\u00fbt \u00e0 Bamako avec quelques milliers de leurs partisans.<\/span><\/p>\n<p><span style=\"color: #000000;\">Dans la principale salle du palais de la Culture de Bamako, toutes les 3\u00a0000 places sont occup\u00e9es.\u00a0<a style=\"color: #000000;\" href=\"http:\/\/www.rfi.fr\/afrique\/20180804-mali-presidentielle-opposition-soumaila-cisse-cherche-union-denonce-fraudes\" target=\"_blank\" rel=\"noopener\"><strong>Les 18 candidats<\/strong><\/a>\u00a0ou leurs repr\u00e9sentants galvanisent le public. \u00ab<em>\u00a0Je pense et je suis convaincu aujourd\u2019hui que le changement est possible avec ce que je vois\u00a0<\/em>\u00bb, estime Mohamed Ousmane Ag Mohamedoun, vice-pr\u00e9sident du parti La Convergence pour le d\u00e9veloppement du Mali (Codem), qui a pr\u00e9sent\u00e9 un candidat \u00e0 la pr\u00e9sidentielle.<\/span><\/p>\n<p><span style=\"color: #000000;\">Originaire du nord du Mali, et par ailleurs pr\u00e9sident d\u2019un groupe arm\u00e9e, Mohamed Ousmane Ag Mohamedoun r\u00e9v\u00e8le ce qu\u2019il consid\u00e8re comme un cas de fraude av\u00e9r\u00e9e dans une localit\u00e9 de la r\u00e9gion de Tombouctou lors du\u00a0<a style=\"color: #000000;\" href=\"http:\/\/www.rfi.fr\/afrique\/20180807-mali-liste-definitive-bureaux-vote-non-ouverts-1er-tour-diffusee\" target=\"_blank\" rel=\"noopener\"><strong>scrutin du premier tour de la pr\u00e9sidentielle<\/strong><\/a>. \u00ab<em>\u00a0Les urnes ont \u00e9t\u00e9 bourr\u00e9es \u00e0 Goundam. Et je d\u00e9fis n\u2019importe quel juge constitutionnel de m\u2019apporter la preuve qu\u2019il y a eu une \u00e9lection\u00a0<\/em>\u00bb, lance-t-il.<\/span><\/p>\n<p><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/www.rfi.fr\/afrique\/20180808-mali-opposition-continue-denoncer-le-scrutin-premier-tour\">Read more<\/a><\/span><\/p>\n<h3><span style=\"color: #000000;\"><a style=\"color: #000000;\" href=\"http:\/\/www.rfi.fr\/afrique\/20180808-presidentielle-mali-resultats-definitifs-1er-tour-devoiles\">Pr\u00e9sidentielle au Mali: les r\u00e9sultats d\u00e9finitifs du 1er tour d\u00e9voil\u00e9s<\/a><\/span><\/h3>\n<p><span style=\"color: #000000;\">L\u2019affiche du second tour de la pr\u00e9sidentielle au Mali est le match retour de l\u2019\u00e9lection pr\u00e9sidentielle d\u2019il y a cinq ans\u00a0: Ibrahim Boubacar Ke\u00efta-Souma\u00efla Ciss\u00e9, selon les r\u00e9sultats d\u00e9finitifs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Le pr\u00e9sident sortant caracole avec un peu plus de 41% des suffrages exprim\u00e9s, proclam\u00e9s par la Cour constitutionnelle. Son adversaire obtient 17,78%. Pour le premier tour du scrutin, le taux de participation est de 42,70%.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vingt-deux autres candidats se partagent le reste des suffrages exprim\u00e9s. Parmi eux, au moins deux faiseurs de rois\u00a0: l\u2019homme d\u2019affaires Aliou Badra Diallo arriv\u00e9 en troisi\u00e8me position avec 8% des voix.
