Does it mark a clean break with France\u2019s early postcolonial past, characterised by unilateral intervention practices? Or does it, thanks to a process called \u2018layering\u2019,\u00a0<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/01402390.2020.1733987\">superimpose and meld together<\/a>\u00a0old unilateral intervention practices with the \u2018newer\u2019 multilateral approach?<\/p>\n<p>In looking for answers to these questions, we are reminded of the\u00a0<a href=\"https:\/\/www.goodreads.com\/author\/quotes\/12008.Peter_F_Drucker\">quotation by management consultant Peter Drucker<\/a>, namely that<\/p>\n<blockquote><p>If you want to do something new, you have to stop doing something old.<\/p><\/blockquote>\n<p>This observation seems to be the key to understanding the novelty or otherwise of France\u2019s actions in the Sahel.
